| Course description |
Who gets what, how, why & and to what effect? Most policy debates only take account of the impact of the conventional 'welfare state', but there are other systems that affect welfare across society. The course examines the different systems of public, tax and occupational welfare and their development over time since Richard Titmuss first examined the social division of welfare some 50 years ago. His framework is in many ways more useful for analysing the changing distribution of welfare today than it was then. It helps us to assess the changes in tax benefits, especially tax credits; the trends in employment benefits and the impact of ?work-life balance=; and the significance of the growing inter-relation of the different systems.

Summary of Intended Learning Outcomes
The aims of the course are to provide a fuller understanding of the variety of ways by which welfare is achieved and promoted; to help analyse the different systems channelling resources to different groups in society; to examine how they affect poverty and inequality; and to consider the implications for policy and practice.
