Summary | This course will develop the knowledge and understanding of students with respect to financial management within the public sector. Students will be introduced to the major financial tools used within the public sector. The course aims to develop the critical as well as the operational capability of students in analysing and handling the above mentioned tools. The course intends to develop a capability and knowledge that students will be able to develop in their specific working environment. |

Learning Outcomes
Course Objectives and Cognitive Skills:
The course aims to provide a breath of knowledge including public sector financial performance, budget construction, cost control, Key Performance Indicators (KPIs), market testing/outsourcing, Private Finance Initiative (PFI) and Public Private Partnership (PPP). The course will allow students to critically analyse the above mentioned information and techniques, making them aware of the advantages and the limits of different methodologies. Financial management requires a good understanding of methods of resource allocation and how these are captured in financial statements. It also requires detailed knowledge of internal accounting, especially budgeting and partnership working (market testing, PPP).
Key Skills:
On completion of the assessed course work students should be able to:
&· Compare, appraise and evaluate different financial management techniques;
&· Identify strengths and weakness of the major financial tools in use drawing on appropriate examples;
&· Demonstrate and understand financial management concepts and terminology.
