Economic Analysis and Redistribution in Health Policy (P02290)

Most governments rely on public intervention rather than the market in order to distribute health care according to need. Governments intervene in health care distribution through systems of financing and the organisation of production and delivery. Economic analysis explains government intervention in terms of the concept of market failure and also provides a critique of common intervention tools. The critique of government intervention attempts to identify and measure the impact on economic efficiency of the pursuit of equity in health services policy. In this series of lectures students will be introduced to the economic analysis of public intervention in health care. Among the concepts discussed are the efficiency-equity trade-off, moral hazard, principal-agent problems, risk-sharing and cream- skimming, ownership, and the effects of financial incentives in the context of drugs development.

- To enable students to understand basic concepts of the economic analysis of government intervention in health policy.
- To provide students with an understanding of redistribution tools in health policy.
- To provide students with a critical understanding of the limitations of economic analysis.
- To equip students with the skills to apply methods of economic analysis.
