The Treasury and Public Policy (SP0089)

The control of expenditure -- in the British system mainly by HM Treasury -- is a main theme in policy development in high-spending parts of the public sector, especially social security and health because of central government responsibilities. The policies pursued by Labour under Gordon Brown as Chancellor of the Exchequer since 1997 have involved the ambitious use of the Treasury's policy instruments in pursuit of improvements in public services and reductions in poverty. The course aims to provide an understanding of the place of the Treasury in British government; of recent changes in Treasury organisation and strategy; of long-run themes in Treasury control of public policy; of the public expenditure planning process now conducted through biennial Spending Reviews; and of issues and conflicts which arise with particular departments (especially the major welfare state spenders and the Scottish Executive).
