Comparative Federalism (U02156)

The course should acquaint students with the operation of federal systems of government. It uses a comparative and thematic approach to the study of federalism (and regionalism). At the end of the course, students should be able to identify the strengths and weaknesses of federalism and they should also have a firm understanding of the variety of federal arrangements. The course primarily draws from federal or regionalized states in the industrialized world, but in their essay, students can apply the general theoretical insights to a case-study of their choice from among the group of developing countries.

Summary of Intended Learning Outcomes

- Demonstrate knowledge of federal systems and identify differences with confederal, regional, decentralized or devolved arrangements
- Being able to differentiate between different federal systems on the basis of (1) differences in the distribution of administrative and legislative competences; (2) differences in the fiscal arrangements; (3) differences in the nature of the party system and civil society
- Analyze the impact of different federal arrangements on public policy-making and policy outcomes
- Identify the strengths and weaknesses of federalism as an institutional conflict-solving device for multinational societies
