Territory, Democracy and Justice (U03701)

This course will teach students about different forms of territorial governance and government. Students will learn the rationale and consequences of the distribution of powers and competencies between different levels of government. They will also examine how territorial politics affects democracy, good governance and citizenship, including social citizenship. How territorial governance shapes social solidarity and national unity will also be examined. The course will adopt a comparative framework, but with an emphasis on understanding UK devolution in a comparative context.

Summary of Intended Learning Outcomes

At the conclusion of this course, students should be able to:
- understand the meaning of different forms of territorial governance, in particular, multi-level governance, federalism, regionalism, confederalism
- understand the institutional configuration of territorial government (distribution of competencies, more generally institutional and constitutional architecture)
- understand the costs and benefits of territorial governance from the viewpoint of democracy, good governance, and justice
- assess how territorial politics can contribute to 'holding-together' multi-national states
- assess how territorial politics strengthens or undermines traditional notions of social citizenship and justice
- to situate British devolution in a comparative framework
