SummaryThis course looks in-depth at the policy context of digital education and learning. Supra-governmental, national and regional policies for digital education will be examined in terms of their influence on strategies at sectoral and organisational levels. The course will give participants with an interest in the management of change and the strategic implementation and management of e-learning the frameworks they need in order to formulate effective and timely digital learning strategies for their organisations. It will also provide them with an overview of key policy issues within the field of distance and technology enhanced learning.

Students from outside the Digital Education programme wishing to enrol for this course or take it on a 'class only' basis must liaise directly with the course secretary before enrolling.
Course description This course explores the development and implementation of digital education and learning policies and strategies in post-compulsory education and training. The course critically examines the key influences on strategy and policy at national and organisational levels. We will investigate different approaches to conceptualising and implementing different approaches to digital learning in organisations. We will discuss and explore the organisational implications of developing different approaches to digital education and how these interface with issues of pedagogy and technology and the resource implications for institutions.

Participants will be encouraged to read and discuss some of the theoretical background to policy and strategy setting as these may apply to their organisation, and to contribute discussion materials, either from their own organisation or from publicly-available sources. Case studies will offer opportunities to examine some practical instances of digital education and learning strategies. Participants will be supported in applying and critiquing the concepts and tools of strategy making to their own organisation.

The course draws on literature from public policy, digital education, corporate learning and higher education, information systems as well as from general strategy and management.

Additional Information (Assessment) Formative assessment and feedforward will be achieved through the course activities that will provide explicit scaffolding to the two components of summative assessment. Feedback from assessment A will help students on assessment B:

A thematic critical analysis of a digital education policy (1200 words ¿ 30% of the overall course mark) (LO1).

A case analysis of a digital education strategy relevant to their organisation or an organisation with which they are familiar. This analysis will be based on a synthesis of the exercises conducted throughout the Course. The analysis may be presented through a medium of the student¿s choice (a recorded presentation, film, blog, or other multimodal artefact or a traditional assignment equivalent to 2,800 words) (LO 2, 3,4).
Feedback Formative peer-student and tutor feedback is provided on the discussion fora throughout the duration of the course. This includes in the general discussions as well as in the structured exercises that take place throughout the course.

Learning Outcomes
On completion of this course, the student will be able to:
  1. Developed a critical awareness of the local, sectoral, national and supra-national policy contexts relevant to their own institutional setting and role.
  2. Gained in-depth knowledge of a range of alternative models for e-learning development and implementation.
  3. Gained the ability to assess and evaluate the impact of the multiple factors affecting the successful implementation of e-learning.
  4. Gained the knowledge and theoretical frameworks needed in order to formulate an effective e-learning strategy for their own organisation.
