Managing Change in Public Administrations (U03016)? Credit Points : 20 ? SCQF Level : 10 ? Acronym : MSE-4-MCPA Change management in public administration structures is the central theme of the course, drawing upon examples and cases from Scotland, the rest of Europe and referencing international examples. The course includes detailed references to classic and current theoretical and research literature on the subject, coupled to current examples of best practice. Summary of Intended Learning Outcomes
By the end of the course, students will be able to demonstrate the following knowledge and understanding.
- Have deep awareness of the theoretical and practical issues associated with modernising public administrations and improving service delivery. - Be able to discuss critically the challenges facing PA management and their responses and strategies. - Assess critically the strategic options facing PA managers intent upon modernising government and services. - Robustly consider the issues associated with leading staff (including professional staff) through intra- and inter-organisational change processes. - Evaluate critically the various strategic options and models for PA change management, including international best practices. - Be able to effectively understand the dynamics of PA networks and partnering arrangements, thus enhancing their ability to work in or do business with PAs. - Speculate upon the perspectives and prospects for PA as service delivery actors and business partners.
